When delegates vote their conscience, instead of their pledge? Almost all delegates to the Republican National Convention are required by state law or state party rules to vote for the candidate they are pledged to support on the first ballot. But what if no candidate achieves a majority (1,237 delegates) on the first ballot, and a second ballot is needed? A third?
