"We have an increasingly lawless presidency where he is actually doing the job of Congress, writing new policies and new laws without going through Congress. Presidents don't write new laws, Congress does," Ryan said.
During his State of the Union address last week, President Obama vowed to take more action through executive powers in light of congressional gridlock. Although Obama has taken fewer such actions than any president since Grover Cleveland in the late 1800's, Ryan said his concern is with the nature of the president's actions.
"It's not the number of executive orders, it's the scope of executive orders," he said.
When asked by host George Stephanopoulos whether he would pursue impeachment of a president whom he alleges is "increasingly lawless," Ryan said: "No, we have a difference of opinion clearly. And some of these are going to get fought out in court."
